You shouldn't allow it. When they get to be adults it could be a problem. I would either say, "no", leave and stop playing with them. Or, I would do like their mom would do, take them by the side of the neck and roll them over on their back, and say, "I'm in charge here." Pin them down to the ground, until they relax.
